Out of the 1,992 names that Vice President (VP) Sara Duterte listed as recipients of the Office of the Vice President’s (OVP) PHP 500 million worth of confidential funds, 1,322 have no birth records, the Philippine Statistics Authority (PSA) verified last Wednesday, December 11.
The verification was done at the request of the House Committee on Good Government and Public Accountability, which stated that the PSA validated the individuals’ Civil Registry Records. This was based on the records submitted by the OVP to the Commission on Audit (COA) when they were asked for a liquidation report on the office’s confidential funds.
However, the PSA wrote to the Committee Chairman and Manila 3rd District Rep. Joel Chua, confirming that 1,322 individuals have no birth records in their database.
With the recent confirmation, House officials believe that more of the names listed in the submitted acknowledgment receipts are fictitious, just like Mary Grace Piattos and Kokoy Villamin.
Aside from the 1,322 individuals with no birth records, 1,456 have no marriage records, while 1,593 have no death records.

Additionally, there are 670 individuals who most likely matched with one or more records in the PSA’s birth database. 536 people were matched for marriage records, while 399 for death records.

In the Committee’s previous hearing, Chua announced that 405 out of the 677 individuals listed in the acknowledgment receipts in the OVP and the Department of Education (DepEd) are non-existent.
The House Committee is investigating VP Duterte’s confidential funds misuse in her office and the DepEd, during her tenure as Secretary, from 2022 to 2023.
