The tropical depression has weakened into a low-pressure area (LPA) outside the Philippine Area of Responsibility (PAR) but it has possibility to re-develop again, the state weather bureau said in its latest advisory on Tuesday morning, Nov. 14.

PAGASA said the LPA was last seen 1,620 kilometers (km) east of Southeastern Mindanao as of 4 AM.

The LPA has 1006 hPa central pressure while accelerating in the south southwestward direction at 10 km per hour (kph) speed.

The state weather bureau, however, noted that the LPA may "re-develop into a tropical depression" due to "slight improvement in the environmental conditions."

"During the same period, the system is forecast to accelerate towards the west or west northwestward is forecast to occur. It may enter the PAR region late tomorrow or on early Thursday," it added.

PAGASA said the local name Kabayan will be assigned to the LPA once it "re-develop within or enter the PAR as a tropical depression."

"Within the PAR, this weather system will continue tracking westward until Friday while slowly intensifying. A more northwestward turn during the weekend over the waters east of Mindanao," the state weather bureau said.

Heavy rainfall is forecasted in the eastern portion of Mindanao by Friday, Nov. 17, and over Bicol Region and most of Visayas by Saturday, Nov. 18.

"Gale warnings for coastal waters are currently being issued due to risky sea conditions caused by the surge of the Northeast Monsoon," PAGASA said.
